Regulations by a number of U.S. states limit the amount of asbestos, copper and other constituents used in vehicles’ brake friction materials. Baseline data is required in 2013, with enforcement beginning in 2014 and increasingly tighter restrictions scheduled to roll out over several years.
States require that an approved third-party lab tests the levels of regulated constituents in friction materials. Information on friction materials complying with the laws must be publically available online and marked on the packaging as compliant with state laws. NSF is a friction material registrar. Additionally, the Brake Manufacturers Council (BMC) (www.aftermarketsuppliers.org/BMC) has authorized NSF to license the LeafMarks for use on friction materials complying with the laws. The LeafMarks are trademarks to show the consumer what level of compliance each friction material has achieved:
Level A: limits levels of asbestos, cadmium, chromium, lead, and mercury.
Level B: includes all the requirements of Level A and copper levels must be less than 5% by weight.
Level N: includes all the requirements of Level A and copper levels must be less than 0.5% by weight.

Benefits of Registration
States have enacted regulations that require friction materials to undergo third-party testing and registration to verify compliance. Without testing and registration, brake pads cannot legally be sold in those regulated markets. NSF registration enables manufacturers to maintain access to these important U.S. markets.

Our experience, facilities and partnership with the Brake Manufacturers Council (BMC) can help guide manufacturers and other groups through the stringent testing and subsequent registration process required to comply with state laws.
States require marking registered parts and NSF has partnered with the BMC to license use of the LeafMark trademarks to show what parts comply with state laws.
The registration process involves four steps:
- You fill out the Application for Request for Friction Material Program Registration and email it to firstname.lastname@example.org.
- We generate a quote for your acceptance.
- You submit the Friction Material Data Release Authorization Form to email@example.com.
- We request the necessary information from the third-party lab that performed the testing. We post the necessary data in our NSF online listings of registered friction materials.
